I have had local residents voice concerns to me today about the problem of jet ski speeding in Eling Quay. This is a regular problem, cropping up year after year. It happens because enforcement is a tricky problem.
If the issue is speeding jet skis specifically around Eling Quay / Eling waters, the most effective approach is usually reporting and enforcement rather than confronting riders yourself.
A practical approach:
Record details safely
Date and time
Exact location (Eling Quay / near the tide mill / bridge etc.)
Number of craft
Registration numbers or identifying markings if visible
Photos/video from shore if safe
Report to the harbour authority :
Eling sits within the wider Port of Southampton area and there are specific watersports rules enforced by the harbour authority.
The current Local Notice to Mariners states that in the Eling waterski area, personal watercraft (jet skis), RIBs and other powered craft not engaged in waterskiing must comply with a 6-knot speed limit throughout the entire area.
If there’s immediate danger, call it in.
If people are at risk (kayakers, swimmers, collision risk, aggressive riding), contact the appropriate emergency service rather than waiting to complain later.
If it’s dangerous navigation rather than an emergency, report through the harbour / vessel traffic service channels.
Build evidence if it’s recurring
One report may not trigger action.
Multiple reports from residents with dates and consistent evidence often carry more weight.
Consider community channels
Local residents’ associations, boating groups, or the local council can sometimes push for signage, patrols, or targeted enforcement.
